We begin by agreeing responsibilities, priorities, ways of working and the result everyone is supporting. TEMBO can then fill a specific capability gap, provide additional delivery capacity, lead one part of the campaign or coordinate activity across several partners. We are equally comfortable plugging into an established structure or helping create one where ownership is unclear.
